Meetings of the Council
38. Meetings of the Council shall take place at least three times in every year. Notices of every Meeting of the Council stating the purposes for which the Meeting is convened shall be sent to every Member of the Council at least three clear days before the day of the Meeting.
- Council meetings should take place at least three times a year. Members of the Council should be alerted to upcoming meetings and their content at least three clear days before they are scheduled to take place.
39. The Council shall hold biennial elections for the offices of Chair and Vice-Chair of Council. These elections shall be separate but concurrent. With the exception of the Student Members all voting Members of the Council shall be eligible for election. Council shall determine the manner and timescale of these elections. The persons elected shall take up office immediately after the results of the election have been announced. They shall each be eligible for re-election for one further term but no person who has served either office for more than one term shall be eligible to stand for election to that office thereafter. In the case of the death or resignation of the Chair or Vice-Chair whilst in office, the Council shall elect a successor to serve for the balance of the term which would have been served by the deceased or retiring officer.
- The Council has to hold elections for the posts of Chair and Vice Chair every other year. These elections are separate, but are held at the same time. All but the student members of the Council are eligible for election to the posts. Council decides how and when the election should take place, and the winner of the vote takes up office immediately after the vote is counted. The posts can be held for a maximum of two terms. In the event that a Chair or Vice Chair resigns or dies, the Council must elect a replacement to serve the remainder of the term.
40. The Council shall at the same Meeting at which it elects a Chair and Vice-Chair also elect an Honorary Treasurer of the College from amongst the Members of the Council. This Officer shall be nominated and elected in the same manner as the Chair of the Council save that no person who holds the office of President or Deputy President of the College or Chair or Vice-Chair of the Council may be elected to the office of Honorary Treasurer.
- At the same time as it elects a Chair and Vice Chair, an Honorary Treasurer of the RCN has to be elected by and from the members of the Council. They do this in almost the same way that they elect a Chair - the only difference is that the President, Deputy President, Chair and Vice Chair are not eligible for this election.
41. The Chair, or in his or her absence the Vice-Chair, shall take the Chair at Meetings of the Council, but if the Chair or Vice-Chair is not present at the time appointed for holding any Meeting, the Members of the Council present shall choose one of their number to be Chair at such Meeting.
- Chairing the meeting is the job of the Chair or the Vice Chair. However, if neither are present, members of the Council can select one of themselves to chair the meeting.
Second Honorary Treasurer
42. The Council may, in its discretion, in addition to the Honorary Treasurer elected in accordance with the procedure laid down in Bye-Law 40, appoint any person, whether or not a Member of the College, to the office of Honorary Treasurer to serve for such period as the Council may think fit.
- If the Council decides it' s a good idea, it can elect a second Honorary Treasurer. This person doesn' t have to be a member of the RCN and serves for a period of time determined by the Council.
Associates of the Council
43. The Council may, in its discretion, appoint any person whether or not a Member of the College to be an Associate of the Council. An Associate shall be appointed for such period as the Council may think fit and shall have the right of attending and speaking but not of voting at Meetings of the Council.
If the Council decides it' s a good idea, it can appoint any person to be an Associate of the Council. Associates of the Council don' t have to be members of the RCN. They serve a period of time determined by the Council, and cannot vote at meetings.
