A Carer's Guide to Telecare

BCS Health Informatics Scotland conference

Telehealth

Two new practice guides explore how telehealthcare can contribute to the support, protection and quality of life of people who have a mental disorder or are at risk of falling. The guides are part of a series published by the Scotland Joint Improvement Team and the Dementia Services Development Centre, University of Stirling. Clinical Portal

The Scottish Government are investing £4 million in a single-search IT access system that will work across four Scottish health boards. The 'clinical portal' will allow doctors, nurses and other key healthcare professionals across primary and acute care to access the same key 'snapshot' of patient information. The system will remove the need for clinical staff to log on to multiple IT systems to get the information they need. Northgate Managed Services has been selected as the preferred bidder to deliver the service. A similar system already up and running in the NHS Greater Glasgow and Clyde area. Scottish Assisted Living Demonstrator

Ten million pounds is to be invested over four years to improve care by growing the Scottish telehealthcare sector.

The project – jointly announced today by the Scottish Government and the Technology Strategy Board – will show how new technologies and innovative services can help improve the quality of life of, and support independent living for, older people and people living with long-term conditions.

The demonstration programme will involve at least 10,000 older people and people with disabilities.

Using Information, Improving Healthcare newsletter, issue 1, March 2011

This is the first issue of the Using Information, Improving Healthcare newsletter.
The UsinInfo.org site is an online resource for the health care community providing helpful and up-to-date information for all clinicians and health care providers across the NHS and internationally.

Scottish Centre for Telehealth

The Scottish Centre for Telehealth (SCT) established a Telehealth Champions Network which first met in April 2010. The Telehealth Champions Network aims to bring together people from clinical, project management, IT, research, education, voluntary sector, and policy backgrounds.

The participants, including nurses, are active/or getting active in telehealth. Meetings have been well attended and discussion and debate have been lively with new and old contacts being made. Collaboration and sharing expertise is a key part of the meetings. Our next meeting is scheduled for 10 March 2011. If you're interested please contact nessa.barry@nhs.net

The SCT has developed a Telehealthcare Education and Training Strategy in order to deliver on the clinical and service priorities health and social care professionals required for tailored training and education in telehealthcare.  If you are interested in this topic please download information on the Telehealthcare Education and Training Strategy (Word 38.5K).

NHS Scotland NMAHP eHealth Pre-Registration Education survey

The survey 'Exploring eHealth Education within pre-registration curriculum for Nurses, Midwives and Allied Health Professionals Final Report May 2010'  reports on the extent of eHealth education currently delivered within Nursing, Midwifery and Allied Health Professions (NMAHP) pre registration curricula and identify barriers, enablers and examples of good practice.


Orkney Telehealth Service Launched

Orkney Health and Care community health and social care partnership has launched a new telehealth service. This aims to enhance health care for patients with long-term conditions, such as chronic heart disease and chronic lung disease by reducing the need for patients to travel for check ups and cutting down on the number of domiciliary visits made by clinicians.

Launch of NHS inform

A new one-stop health advice service has been launched in Scotland. NHS inform will provide a three-tiered service: a phone line; website; and face-to-face advice and aims to bring trusted health information from all sections of the NHS together for the first time.

The service includes advice on common health problems, local services and healthy living advice. NHS inform will give people access to trusted information to help them improve their health and allow them to be partners in their own health care. The web address is http://www.nhsinform.co.uk/

Health informatics/ Information governance postgraduate learning programme

Online patient access to health records

A new secure website allowing patients to access and update their own health records online has been launched in Ayrshire and Arran. The online Patient Portal is to be trialled in two GP practices over the next six months. It allows patients to
take more control of their own health by accessing and updating their records from anywhere with an internet connection.

The portal means registered patients can now log in from the privacy and comfort of their own home - or anywhere else with an internet connection - to undertake a number of tasks:

  • request appointments online
  • equest repeat prescriptions
  • access test results
  • record, track and monitor their blood pressure
  • et targets for weight and other goals
  • record and track blood sugar levels.

Scottish Parliament report on clinical portal and telehealth development in NHS Scotland

The Health and Sport Committee's report is based on a hearing held in December 2009. This includes evidence from RCN Scotland. The report is critical of the lack of progress in developing a single clinical portal for NHS Scotland and points out lack of patient representation in the process. The committee recommends forming an eHealth professional standards group made up of clinicians, professional bodies, education and patient representatives. This group should produce a code of conduct and professional standards for health professionals in relation to information governance and access to technology such as clinical portals.

With regard to telehealth, the committee recommended that the Scottish Government set a target of making Scotland the first country to establish national-scale telehealth services within three to four years at most. A key element of the strategy should be the development of national assessment criteria, to allow for the effective analysis and delivery of telehealth solutions in the health service.

Chronic medication service

NHS Scotland plans to launch a chronic medication dervice (CMS). The service will support care for patients with long term conditions with collaboration between community pharmacists and GPs, backed by IT links between the two professions. CMS allows 'pharmaceutical care planning' including shared care and repeat dispensing. This means that patients with stable long term conditions can have serial prescriptions generated for up to 48 weeks thus removing the need to obtain repeat prescriptions from the GP.

Health-e for Moray

Health-e is a new website which provides local health information, links to recommended websites and suggestions on how to live with health conditions. The site supports patients interaction with NHS professionals, such as 'visit the clinic' which provides detailed information on conditions and a section where clinicians can blog about specialist subjects. Health-e has been described as "like Facebook or Bebo for health".

NAMHP eHealth Leads from across Scotland have contributed to this practical toolkit . It draws together the collective experiences and insights of NMAHP Leads for sharing across the eHealth community. Telecare savings in Scotland

According to an evaluation report Telecare services in Scotland have delivered savings of more than £11m and is contributing to improved delivery of health and social care and better quality of life for users. Scotland invests in telehealth care

On 24/02/09 Health Secretary Nicola Sturgeon announced Scotland's biggest telehealth care project alongside 16 other eHealth initiatives that will be backed by £1.6m of investment. Competitive Health Services, promoting innovative eHealth services across the northern periphery

Competitive Health Services project aims to develop health services for the residents of the Northern Periphery by developing and implementing innovative eHealth solutions and promoting transfer of the best practices in the northern periphery. They have identified the best practices and innovations in the northern periphery by analysing existing services in Finland, Sweden, Norway and Scotland.

Enabling Partnerships: sharing knowledge for Scotland's health and health care

The enabling partnerships strategy aims to develop a National Health Knowledge Network which will support members of the public, patients and professionals in finding health information when and where they need it, in the format they require. The Network will focus on meeting patient needs and improving health outcomes.

Report of the National Community Nursing Census for NHS Scotland

The national level report of the Community Nursing Census is available for download from www.isdscotland.org/isd/5830.html The report provides a high level summary and is intended to stimulate questions that can be answered by more in-depth analysis of the census data. 

As the first exercise of this nature, it forms a baseline and further benefits will be realised in future with further censuses providing trend data and potential links to other data sources for a fuller picture contributing to quality assurance activities, workload management, service redesign and policy decisions.

Web chat service for smokers launched

Smokers who want to get tips on quitting the habit will be offered a web chatline as part of an NHS Health Scotland campaign which aims to use new technology to encourage people to give up cigarettes. As well as speaking to health advisers online at www.canstopsmoking.com smokers will also be offered an interactive text messaging service later this year.

NHS Lothian implements USB stick lock-down

NHS Lothian is taking further action to prevent staff losing data on USB sticks, after a community health worker lost the personal details of 137 patients on a memory stick at the end of June. Depression line launched in Shetland and Western Isles

E-Health Insider reports that a telephone-based scheme to support people with depression has been launched for people in Shetland and the Western Isles. The pilot service is being provided by NHS 24, the nurse-led telephone advice service. The two islands' health boards are among five across Scotland taking part in the pilot, which is expected to provide a service to a total of 3,000 people a year.

More patients offered video telemedicine out-of-hours

An audio visual service for patients accessing out-of-hours GP consultations in Perthshire, Scotland has been extended. The new video link at Crieff Community Hospital's minor illness and injury unit went live yesterday. It builds on the GP telemedicine network being piloted between Blairgowrie Cottage Hospital and the Wallacetown out-of-hours hub in Dundee. The scheme has been running for four months. The out-of-hours service at Crieff is nurse-led and the video link will allow patients to seek a specialist medical opinion from a GP if required, with patient and doctor viewing each other on screens.
