National response to Winterbourne View Hospital – DH review final report – Impact Assessment (IA)

Winterbourne View was a private hospital in Bristol owned by Castlebeck Care Ltd for adults with learning disabilities and autism. It was designed to accommodate 24 patients aged 18 and over, to provide assessment, treatment and rehabilitation. People at Winterbourne View experienced serious and sustained abuse, ill-treatment and neglect. These events represented an extreme failure of the health and care system. Subsequent Care Quality Commission inspections showed that people with learning disabilities or autism who also have mental health conditions or challenging behaviour in specialist hospital or residential care settings continue to be at high risk of poor quality care.

The Department of Health set up a review to establish any systemic issues in the provision of inpatient care for people with learning disabilities and identify necessary action for Government. Download the DH response to the review (PDF 478.26 KB).

Looking into Abuse: Research by People with Learning Disabilities

The report of this research project was formally launched at the Senedd, Cardiff on 6 March at an event hosted by Mick Antoniw, Assembly Member. This three year participatory research study has looked at what people with learning disabilities know about abuse, what they feel about abuse, how they can keep themselves safe and, if they are abused, what support they need.

New online postural care course

This e-learning package has been developed in order to help professionals, individuals and personal assistants to be aware of the basic principles of gentle, respectful and effective postural care.
