Joint Commissioning Panel for Mental Health

One in four adults experience mental illness at some point during their lifetime, and one in six experience symptoms at any one time – making mental illness the largest single cause of impairment in our society.

A range of tools to help commissioners deliver first class mental health services has been developed by the Joint Commissioning Panel for Mental Health (www.jcpmh.info) in collaboration with the Strategic Health Authorities (SHA) Mental Health Leads’ Group (MHLG).

Mental Health Act 1983 Irregularities - Informing Patients

Members working in mental health settings with detained patients in England and Wales will know that a technical irregularity necessitated the passing of emergency legislation to resolve an anomaly in the approval of Section 12 doctors. Whilst this has not meant that patients were inappropriately or illegally  detained there may  be questions that patients need answering.

Review of the Medical Theories and Research Relating to Restraint Related Deaths

The Independent Advisory Panel (IAP) which forms the second tier of the Ministerial Council on Deaths in Custody, commissioned this review of the medical theories and research relating to restraint related deaths. This report seeks to clarify research from national and international literature to ascertain any common findings in order to provide guidance for staff on safe and effective restraint techniques where there is no other resort in the management of violent and aggressive individuals.

Best Interests Decisions Study – “People and Processes” Report

The Best Interests Decisions Study was the first large-scale national research to find out about professional practices in best interests decisions made under the Mental Capacity Act 2005. The study was led by the Norah Fry Research Centre at Bristol University, in collaboration with the University of Bradford and a UK research and development charity, the Mental Health Foundation. The study was funded by the Department of Health and was completed in 2011.

The National Confidential Enquiry into Suicide and Homicide by People with Mental Illness

The NCISH report is a collation of all suicides and homicides by persons with a mental illness. This is determined by a requirement for coroners and others to submit details of such events to the NCISH team at Manchester University. The team is headed by Professor Louis Appelby.
The report is worth looking at as it presents in a clear manner issues such as prevalence, methods and implications for services. It was by examining such data that measures were introduced successfully into in patient settings that have seen the rates of suicide fall. It also now has comments about follow up following discharge.
The RCN in conjunction with the NHS Confed has agreed to disseminate the findings. Placing the report here is one such way to achieve that aim.

Postnote on mental capacity and healthcare

The Mental Capacity Act (2005) has provided clarification on the scope of the basic concepts of decision-making capacity
and best interests. While these are not new concepts in healthcare, different areas of practice are likely to need more time to interpret them in real life settings.  Anticipatory decision-making is a newer part of medical law and healthcare experience.  Health professionals are positive about advance healthcare planning except with regard to possible inflexibilities. It has not been tested much either in case law or in everyday healthcare practice.  The Act has been in operation for 3 years, a short time over which to assess the impact of legislation which took 16 years to develop.
There is a tension between the Mental Capacity Act and the Mental Health Act.   For more information on the Postnote on mental capacity and healthcare  (PDF 402KB)

First Person Plural – the national survivor led association for dissociative survivors of abuse and trauma has produced an introductory information and training DVD - “A Logical Way of Being : the reality of dissociative identity disorder and other complex dissociative conditions”.  

Produced in association with The Pottergate Centre for Dissociation and Trauma; Cheshire & Wirral Partnership NHS Foundation Trust; The European Society for Trauma and Dissociation and the production company Serious Media – it features 3 experts-by-experience who have dissociative identity disorder speaking alongside 3 clinicians from the nhs and private sector who have many years experience of working with clients who have these complex conditions.

Personal health budgets: countdown to roll-out

The Government has declared its intention to begin a national roll-out of personal health budgets from October 2012. In the next 12 months the NHS must prepare itself for the impact of this revolutionary policy if personal health budgets are to lead to a step change, rather than be a stumbling block, in English healthcare.

Guidance on the Administration to Adults of Oil-based Depots and other Long-Acting Antipsychotic Injections

The third edition of this evidence-based good practice guide on management and care of people prescribed depot and other long acting antipsychotic injections was published in September 2011.

Intended for all mental healthcare professionals, the revised and updated guide was edited by Jacquie White, Lecturer in Mental Health Nursing at the University of Hull and Celia Feetam from Aston University .

The guidance is intended as a clinical companion for all mental health care professionals and includes specific Standard Operating Procedures for administering intramuscular injections in each of the licensed depot and long acting injection sites.

The guidance was commissioned by Janssen–Cilag Ltd, who also met editorial and publication costs. It can be downloaded here (PDF 7.55MB)

All Wales Mental Health Services

As part of the work of the Mental Health Programme Board, Dr Les Rudd and Siân Richards have visited seven Local Health Boards (LHBs) in Wales to discuss, gather and share their practices so that others could consider and learn from them.

Every community has provided excellent examples of innovative practice.  Their approaches to improving recovery to meet the needs of Service Users and Carers at the right time, in the right place and in the right way, were particularly striking.

From these self selected examples we have therefore produced an NHS Wales Mental Health Services Compendium of Good Practice which provides a snapshot of pointers for shared learning.  Many of the initiatives included are partnership projects with local authorities and/or the third sector.  A section on initiatives in partnership with Service Users, gives examples of putting individuals at the centre of their recovery.

The compendium has been designed to:

• Identify models of care and ways of working that have been implemented and shown to deliver benefits to individuals

• Share good practice across NHS Wales, Local Authorities and partner organisations.

Levels of investment in mental health services published

The Department of Health has published the latest annual reports on the levels of investment in mental health services in England.

The National Survey of Investment in Adult Mental Health Services discusses the levels of investment in working age adult (aged 18-64) mental health services, and the National Survey of Investment in Services for Older People discusses investment levels in services for people aged 65 and above.

The reports have been produced by Mental Health Strategies and examine the investment in services for the financial year 2010/11. This is the tenth set of such reports for working age adults and the fifth report in the series for older people. To download the report, please go here (PDF 88KB)


Listening to experience- an independent inquiry into acute and crisis mental healthcare

New NICE guidance for the longer-term management of self-harm

NICE, the healthcare guidance body, has today published a new clinical guideline on the longer-term care of adults, children and young people who self-harm. This new guideline follows on from the NICE guideline on the short-term physical and psychological management and secondary prevention of self-harm in primary and secondary care (NICE clinical guideline 16). The new recommendations focus on the longer-term psychological treatment and management of self-harm.
