National service frameworks (NSFs): Wales

Prevalence rates indicate that just under 93,000 people in Wales have diagnosed diabetes (Audit Commission 2003). It is estimated that as many as 50,000 people with diabetes in Wales are undiagnosed (All Wales Consensus Group 2008).

Published in 2003, the National Service Framework (NSF) for Diabetes is the Welsh Assembly’s ten year plan to improve diabetes services. It has been adapted from the National Service Framework published in England. A separate delivery strategy was also published in 2003.

Welsh Assembly Government (2002) National Service Framework for Diabetes (Wales) (PDF 87.8KB)
The framework document, adapted from the English National Service Framework, presents 12 standards along with rationales, key interventions and an analysis of the implications for planning services.

NHS Wales (2003) National Service Framework for diabetes in Wales delivery strategy (PDF 313KB)
The strategy sets the scene for diabetes care in Wales. It describes the actions and structures required to support the implementation of the National Service Framework in general terms and then in detail for each of the 12 standards.

Welsh Assembly Government (2008) Designed for the management of adults with diabetes mellitus across Wales: consensus guidelines
The All Wales Consensus Group have developed these guidelines to provide support for implementation of the diabetes National Service Framework. The guidelines will assist in the planning of services, improving the quality of services and reducing inequalities in diabetes care across Wales.

Welsh Assembly Government (2007) Designed for the management of Type 1 diabetes in children and young people in Wales: Consensus guidelines – standards 5 and 6 Diabetes National Service Framework
These consensus guidelines were developed by the Brecon Group, an All Wales Paediatric Diabetes interest group/network.

Audit Commission (2003) Diabetes services in Wales: a baseline review of service provision (PDF 372.8KB)
Presents the findings of a review of diabetes services undertaken by the Audit Commission in Wales. It aimed to inform the implementation of the Diabetes National Service Framework in Wales.

National groups

All Wales Diabetes Advisory Group
The All Wales Diabetes Forum has been designated as the All Wales Diabetes Advisory Group. It comprises representation across Wales from diabetes patient advisory groups, multidisciplinary professional diabetes group clinical leads, others involved in the care of patients with diabetes and those responsible for commissioning and delivering diabetes services. The group will advise the Welsh Assembly Government on policy and quality issues and support the NHS in implementing policy and the NSF for Diabetes in Wales.
