Centre for Health Economics University of York (2008) Quality in and equality of access to healthcare services in England (PDF 833.83KB)
The purpose of this report, published by the Centre for Health Economics (CHE), is to identify and analyse barriers to access health care services which are faced by vulnerable groups in society, especially those most exposed to social exclusion. In addition, the report reviews the policy initiatives aimed at improving access and equity of access. This report addresses only the specific aims of the project brief and therefore does not cover the full range of issues related to access and quality.
Department of Health (2009) Inclusion health: improving primary care for socially excluded people
This is a practical guide to support PCTs in commissioning improved primary care services for socially excluded people. This guidance is also directly linked with the Social Exclusion Task Force in the Cabinet Office and Department of Health joint study "Inclusion Health".
Department of Health (2008) A dialogue of equals: the Pacesetters programme community engagement guide
This guide was written to support NHS organisations participating in the Pacesetters programme and offers a framework for effective community engagement particularly with communities and groups who are seldom heard.
European portal for action on health inequalities
The portal provides information about health inequalities in and outside the EU, at national and at regional level, including information on policies and reviews across different countries. The website has sections for tools and for resources in various formats. There is a searchable good practice database which covers projects and initiatives.
Joseph Rowntree Foundation (2011) Monitoring poverty and social exclusion 2011
The Joseph Rowntree Foundation in collaboration with the New Policy Institute produces an annual report on the state of poverty and social exclusion in the UK. Each report, using official government data, is built around a set of 50 indicators and analyses a wide range of issues including low income, ill-health, worklessness and debt, poor education and problems in communities. “This report presents the legacy that was left to the Coalition Government by its predecessor, and examines the current Government's priorities for action. While many of the indicators show the ongoing effects of the recession and subsequent low economic growth, the report also looks much further back, analysing longer-term trends”.
There are also analyses for specific countries.
- The edition for Wales is set against the Welsh Government’s stated commitment to end child poverty by 2020 – see Monitoring poverty and social exclusion in Wales 2011.
- The analysis for Scotland includes a broad review of relevant Scottish policy, using the framework of Achieving our potential, the key Scottish policy document on poverty – see Monitoring poverty and social exclusion in Scotland 2010.
- The study for Northern Ireland updates the 2009 report which was written as the recession was hitting Northern Ireland particularly hard. "Since then there has been long-term improvement in some areas but persistent problems in others" - see Monitoring poverty and social exclusion in Northern Ireland 2012.
National Institute for Health and Clinical Excellence Public health guidance ( 2008) Community engagement to improve health
This guidance looks at how communities can be effectively involved in the planning, design, delivery and governance of health promotion activities, and activities and initiatives to address the wider social determinants of health.
National Social Inclusion Programme and South Essex Partnership NHS Foundation Trust (2008) Development of tools to measure inclusive practice: final report (PDF 354.19KB)
Following the publication of "Capabilities for inclusive practice", the National Social Inclusion Programme commissioned a tool to measure socially inclusive practice from South Essex Partnership University NHS Foundation Trust. This led to the development of three tools which together provide a means of assessing socially inclusive practice from service and service user perspective, and a means of monitoring the evidence from case records. The three tools are included as appendices in this report.
National Voices (2011) Principles for integrated care
National Voices has developed this set of principles to support joined-up care and continuity of care between services and care settings. The principles fall into two groups - those which describe the nature of integrated care and those which address its organisation. They are intended to inform all approaches to integrated care which should be person-centred and fully inclusive, but it is recognised that different models and systems will be required. There is also a range of statements that describe what success might look like from a user perspective in terms of better integrated care.
Research into practice
Research into practice supports evidence-informed practice with children and families and works through a network of partners. Evidence is provided via a range of resources including a database of research, research and policy updates, and briefings. Some publications are available for purchase only. The searchable EvidenceBank contains reports on research reviews which are designed to help users critically assess the value of a review.

Social Care Institute for Excellence (2008) Position paper 10: Seldom heard: developing inclusive participation in social care
This position paper shows how through an integrated way of working the participation of people from seldom-heard groups can be enabled.
Social Care Online
Social Care Online is a freely accessible database of social care information for the UK. It is updated daily by the Social Care Institute for Excellence (SCIE) and includes research briefings, to reports, government documents, journal articles, and websites.
The Poverty site
This site monitors what is happening to poverty and social exclusion in the UK. The material is organised around 100 statistical indicators covering all aspects of the subject, from income and work to health and education.
World Health Organization: Social Determinants of Health (CSDH)
A Commission on Social Determinants in Health was established from 2005 to 2008 to support countries th address the social factors leading to ill health and inequities. The Commission made a series of recommendations in its final report Closing the gap in a generation. This website provides information on further developments. Thirteen case studies from different countries illustrate “the real-life challenges in implementing health programmes using a social determinants approach, including the challenges in scaling up, managing policy changes, managing intersectoral processes, adjusting design and ensuring sustainability – see Social determinants approaches to public health: from concept to practice (PDF 2.2MB).
