The first national strategy for sexual health and HIV aimed at addressing the growing prevalence of sexually transmitted infections and HIV and modernise sexual health and HIV services.

HIV and AIDS in African communities: A framework for better prevention and care, Department of Health (December 2004)
HIV and AIDS have disproportionately affected African communities in England. In line with the Sexual Health and HIV Strategy, this framework sets out actions to improve effectiveness of HIV prevention and health promotion, and treatment and care services for African communities affected by or at risk of HIV.
