Voting and funding

The changes to forums and branches that have occurred in recent years affected the number of voting places at Congress.  For the last two years the number of voting places was frozen as these transitions took place. 

At the November RCN Council meeting it was decided that, as the transition period has now come to an end, voting allocations will be reinstated as described in the Congress Constitution.

Voting allocations

Forums and branches are entitled to one vote per 1000 members or part thereof.  The number of voting members for forums is capped at six. 

Voting allocations for UK representative committees and the students committees are unaffected.

Voting members will be contacted directly by their branch, committee or forum to organise their attendance at Congress

Discretionary funding - forums

For this year only additional discretionary funding has been made available to forums.

As agreed by Council in 2009, the funding arrangements for Congress 2012 will revert to those set out in the Congress Constitution this year. Essentially this means that each forum will have one voting place for every 1,000 ‘first choice’ members up to a maximum of six, and there will no longer be any guaranteed ‘non-voting’ places.

However to ensure the widest possible engagement in Congress, the RCN is offering forum members the chance to apply for discretionary funding to attend all or part of Congress.

In order to apply, you will need to complete an application form.

The closing date for applications is midnight on Sunday 19 February. You will be told if your application is successful or not at the end of February.

Please note that discretionary funding is not available to forum members already in receipt of RCN funding.

Discretionary funding - branches

For this year only additional discretionary funding has been made available to branches.

Additional discretionary funding will be allocated to countries or regions where the total number of funded places has reduced considerably.

A Congress expenses policy has been developed for members who are entitled to claim expenses.  If you have any questions about the expense policy, or whether you are entitled to claim expenses, please talk to your local branch.
