Regulation of health and social care is undergoing a major period of transition as the new Care Quality Commission begins its work as a new regulator in England.
It will replace the existing three regulators (Commission for Social Care Inspection, Healthcare Commission and Mental Health Act Commission) which cover social care, health care, and mental health respectively.
This consultation sets out in broad terms the approach that CQC will take during 2009/10. This consultation response is specifically focused on the first year of CQC operation.
This is a year that will pose particular challenges to the CQC in terms of it becoming operational, and broader issues (such as the shortage of supply of some staff in care homes related to changes in visa rules and the economic downturn).
