On 27 July 2009 the Department of Health launched a consultation on the de-authorisation of foundation trusts in certain circumstances. The consultation focused on proposals to:
- introduce a power for Monitor to de-authorise foundation trusts
- introduce a framework for the Secretary of State to set out his concerns where a serious failure occurs at a foundation trust.
