Leela Barham is a health economist by training and provides policy advice on:

• Health care system regulation, particularly in relation to the Care Quality Commission (CQC)
• Economic regulation in the NHS, particularly in relation to Monitor 
• Competition in the NHS and plurality of providers
• Payment by results and incentives for quality.

Leela Barham has worked on a range of health care issues after working at a specialist economics consultancy including work on incentives in health care systems, international comparisons of health care systems and economic evaluation.
