The RCN has asked for an Independent External Review to examine the College’s processes around the NHS 2018 Pay Deal and its communication to the membership.
The review is being carried out by the assurer services division of Electoral Reform Services Limited, a leading organisation with expertise in independent scrutineering of voting processes. ERS also has experience of working with trade unions and large membership organisations.
To be included on the list to act as an independent qualified scrutineer an organisation needs to be able to demonstrate that they are independent and impartial, that they are not controlled by individual unions or potentially subject to undue commercial pressures from unions or employers, and that they adhere to the highest standards of probity and professional objectivity.
The review will provide an independent account of the RCN’s activities around the pay deal, will identify where things went wrong, and will provide recommendations as to what the College can change in its processes. The College has committed to implementing these recommendations and publishing the review in full.
The review should also provide a useful and unbiased foundation for the discussion at the EGM.
Whilst the full review is likely to take two or three months, the College has asked that an initial review be prepared so that it can be discussed at the EGM. This interim review is available to view from the link below.
