POSITION STATEMENT: Sustainability and Transformation Partnerships

Position statement providing members with brief background on sustainability and transformation partnerships. It also sets out the key areas of potential concern and where the RCN expects improvements to be made.

Sustainability and Transformation Partnerships (STPs) are key vehicles through which NHS England aims to secure changes to ways of working across the health and care system. The key aims set out by NHS England include:

  • a greater focus on health improvement and prevention issues to reduce demand on the NHS,
  • reconfiguration of care to better meet population needs, moving particularly from acute/secondary care to community/primary care,
  • closing an expected NHS funding gap of £22bn by 2020-21.  

The RCN supports the principles of bringing different parts of the health and care system together to work in effective partnership and of focusing on improving public health issue.  However, such changes require full consultation with staff and the wider public and the plans must be properly funded, with patient care at the heart of the decisions.
