Congress Agenda

The Congress Agenda consists of a number of debates.

Debates can either be:

  1. Resolutions which are voted on by members and a majority vote influences the future work of the RCN.
  2. Matters for Discussion which are not voted on but allow members to explore issues and share views.

The agreed running order for Congress 2021 is:

1. COVID-19 (Matter for Discussion)
Submitted by the RCN Suffolk Branch
That this meeting of RCN Congress discusses the impact of COVID-19 on the nursing workforce.

2. Politics (Resolution)
Submitted by the RCN Lothian and Borders Branch
This this meeting of RCN Congress calls on Council to develop clear guidance on how the organisation can be more political whilst maintaining its non-party political position.

3. Role of the registered nurse (Matter for Discussion)
Submitted by the RCN General Practice Nursing Forum
That this meeting of RCN Congress discusses if current policy is leading to the erosion of the role of the registered nurse.

4. Digital leadership (Resolution)
Submitted by the RCN eHealth Forum
That this meeting of RCN Congress calls on the RCN Council to show support for introducing and embedding clinical digital leadership roles across the health and care sector.

5. Intergenerational fairness (Matter for Discussion)
Submitted by the RCN Suffolk Branch
That this meeting of RCN Congress discusses intergenerational fairness and its relevance to and impact on nurses and nursing.

6. Compassion fatigue (Matter for Discussion)
Submitted by the RCN Norfolk Branch
That this meeting of RCN Congress discusses if there should be increased awareness of compassion fatigue, and its potential impact, not only on the delivery of patient care but also on leadership within the workforce?

7. Graduate profession (Matter for Discussion)
Submitted by the RCN Students’ Committee
That this meeting of RCN Congress discusses whether nursing should no longer be a degree educated profession.

8. Long COVID (Resolution)
Submitted by the RCN Greater Liverpool and Knowsley Branch
That this meeting of RCN Congress urges RCN Council to lobby health care employers to ensure their employment policies support staff with long COVID.

9. Agenda for Change (Resolution)
Submitted by the RCN Greater Liverpool and Knowsley Branch
That this meeting of RCN Congress agrees that Agenda For Change is no longer fit for purpose and calls on Council to undertake an immediate review.

10. Trans, non-binary and gender variant access to care (Matter for Discussion)
Submitted by the RCN East Kent Branch
That this meeting of RCN Congress discusses the difficulties that Trans, Non-binary and gender variant individuals can face in accessing care and treatment.

11. Retired members (Matter for Discussion)
Submitted by the RCN Suffolk Branch
That this meeting of RCN Congress discusses how retired members with a wealth of knowledge, experience and skills can contribute to promoting and supporting activists in their branch.

12. RIDDOR (Resolution)
Submitted by the RCN UK Safety Representatives’ Committee
That this meeting of RCN Congress calls on RCN Council to lobby the Governments and the Health and Safety Executives across the UK to reform the RIDDOR regulations.

13. Leading nursing (Matter for Discussion)
Submitted by the RCN Management and Leadership Forum
That this meeting of RCN Congress considers who is leading nursing across the UK.

14. Domestic abuse (Resolution)
Submitted by the UK Safety Representatives’ Committee
That this meeting of RCN Congress calls on council to work with employers to ensure they take all necessary steps to protect and support members of the nursing workforce who may be experiencing domestic abuse. 

15. Overseas nurses (Resolution)
Submitted by the RCN Portsmouth Branch
That this meeting of RCN Congress calls on Council to engage with international nursing associations during the recruitment and induction of overseas nurses to develop a robust support package.

16. Inequalities (Matter for Discussion)
Submitted by the RCN South East Board
That this meeting of RCN Congress discusses  inequalities in the diagnosis and treatment of patients from ethnic backgrounds.

17. Health ability passports (Resolution)
Submitted by the RCN UK Stewards’ Committee
That this meeting of RCN Congress asks RCN Council to promote to employers across the UK the use of health ability passports for nursing workforce.

18. Digital consultations (Matter for Discussion)
Submitted by the RCN General Practice Nursing Forum
That this meeting of Congress discusses the impact of digital consultations on nursing and health care.

19. 12-hour shifts (Resolution)
Submitted by the RCN Norfolk Branch
That this meeting of RCN Congress calls on RCN Council to review the impact of 12 hour shifts on the health and wellbeing on nursing staff.
