RCN Northern Ireland statement highlighting guidance for members in relation to HSC pay deductions

An Annual Pension Band Review was completed in August by the Business Service Organisation (BSO) Regional Payroll Shared Service Centre (PSSC). This exercise resulted in approximately 6,000 HSC employees having four months of adjusted pension contribution deducted from their salary. This period covered April to July 2018. This was done without any notice of the deduction being given to staff. It is unacceptable that staff employed in the HSC have been treated in this manner. Approximately 90% of 6,000 employees moving have been assimilated onto a higher pension contribution tier. Several hundred staff have received a refund in their August 2018 pay as a result of assimilation onto a lower pension contribution. BSO have subsequently apologised for not consulting employers and trade unions. An emergency meeting was held on 28 August 2018 between BSO management and trade unions. The adjustments are attributed to salaries which have moved into a different pension contribution rate.

If you have been adversely impacted, RCN recommends following the steps below which have been agreed by Payroll Shared Services Centre, employers and trade unions. Firstly, HSC Staff can apply for a no interest loan to cover the sum deducted from August pay. Secondly, the loan can be paid back within a three month time frame. This arrangement will be facilitated by Payroll Shared Services Centre. If RCN members are unable to have their issues remedied, please contact RCN Direct on 0345 772 6100. RCN is very concerned at the failure of BSO Payroll Shared Services Centre to adequately consult employers and trade unions about their intention to claw back a four month pension contributions with August 2018 salary. RCN will be working with BSO PSSC, employers and other trade unions to minimise any repetition of this problem.
