Wales NHS pay offer 2022-23 and 2023-24 consultation FAQs

Below you can find answers to questions you may have on the latest Welsh government NHS offer on non-pay elements, which was accepted by members as of September 2023.

The new offer from the Welsh government was announced on 20 July includes elements such as overtime payments, flexible working arrangements and limiting the use of inappropriate settings for patient care. Members were balloted between 31 July and 31 August.

The non-pay elements included in the offer will be implemented in due course and will be important building blocks as we continue to campaign for fair pay for nursing staff and work in social partnership with the Welsh government.

The RCN and its members in Wales are no longer in a pay dispute with the Welsh government for 2022/23 and 2023/24, but that doesn't mean the fight for fair pay is over. The RCN will continue to campaign and put our members’ collective voice at the forefront of this.

We are working with Welsh government to get these implemented as soon as possible. We will keep you updated on the progress of these elements through our website and social media. 


One element of the non-pay offer is the Partnership Hub.  This resource will be essential in tracking the progress of the workstreams within the offer, in which a union rep will accompany a Welsh government rep to lead the progression of the elements. Our campaign for fair pay does not stop here. Discussions going forward will now relate to the years 2024/25. We will hold the Welsh government accountable to their commitment to pay restoration and will continue to put our members at the forefront of decision making.

As our members voted to accept the offer, The RCN and its members in Wales are no longer in a pay dispute with the Welsh government for 2022/23 and 2023/24. We will not be re-balloting members on further industrial action at this time. Our latest strike mandate ran out at the beginning of August 2023.


Strike action is a tool used as a last resort and the strike action RCN Wales members have already taken has resulted in the Welsh government returning to the table on more than one occasion.
