POLICY: The key drivers of corridor care in Scotland

07 October 2026
This report is a detailed analysis of a range ofavailable data sources to identify the key drivers of corridor care in Scotland. The report includes three recommendations for action for the Scottish government to begin to address the problem - defining corridor care, reporting on corridor care, and investing in increased capacity to address the widespread challenges in the health and social care system.

In the absence of reported data on corridor care, and a single agreed definition, other data needs to be used to determine the key drivers of corridor care. To do this, we analysed a wide range of publicly available data sets to understand the true scale of corridor care in Scotland and identified a set of six key drivers from this data. The six key drivers identified are:

1. Ageing population with increasing multimorbidities
2. NHS waiting times and waiting lists for treatment
3. Availability and capacity of NHS beds
4. Nursing workforce crisis
5. Availability and supply of social care nursing services
6. Delayed discharges.

Based on the findings and evidence presented in the report, we have identified three core recommendations which are essential for eradicating corridor care in Scotland. These are focused on defining corridor care, reporting on corridor care, and investment to increase capacity to address the widespread challenges in the health and social care system. Our recommendations recognise the critical role of nursing in eradicating corridor care.
