POLICY: National guidance for NHS staff on speaking up in NHS Scotland

In March 2025, Health Improvement Scotland published the report NHS Greater Glasgow & Clyde Emergency Department Review: March 2025. The report contained a recommendation for HIS to collaborate with the Independent National Whistle Blowing Officer (INWO), and other relevant bodies to create clear and unambiguous guidance for staff in NHS boards on the national routes for staff to raise concerns under Whistleblowing and the Public Interest Disclosure Act. A survey was circulated to gather stakeholders’ views.

RCN is broadly content with the contents of the draft guidance but we make a number of comments intended to improve it, to do with (1) further protecting the safety of whistleblowers, (2) clarifying certain of the legal provisions to which the guidance refers, (3) more clearly defining the difference in roles and responsibilities between Health Improvement Scotland and the Independent National Whistle Blowing Officer (INWO).
