POLICY: Changes to the Common Staffing Method provisions in the NHS (Scotland) Act 1978
On 28 September 2026 the Scottish Government initiated a short stakeholder consultation on proposed changes to the way in which changes to the common staffing method may be made. This is RCN's response.
The Scottish Government proposal was to remove the requirement for change to the staffing level tools used by the common staffing method to be made by secondary legislation (regulations). Their argument was that the proposed change made for a more practical arrangement, without detracting from the process. RCN was in agreement with this argument and supported the proposal as well as making some other short points about related issues.
